A collar tracker is a cellular radio, several positioning sources, a motion sensor and a battery in a housing a dog can swim in. They have to be designed as one system, because a duty cycle designed apart from the antenna fails in the field.

Battery life against report rate
Every extra position report spends radio time. The duty-cycle design is the product; the housing is the easy half.
Positions near buildings
Satellite fixes fail between buildings. Blending in nearby Wi-Fi and cell data is what keeps a position on the screen.

Target markets decide the band variant and the data plan. They are set at scoping, not after the first sample.
